If you are staring down the barrel of a France/Ottomans/Prussia/Super-Nepal, then no. Whether or not it beats any of the other three is very situational. Aristocratic is a must for hordes, and almost always preferable to Quantity. The later you get into the game, the less you have to benefit from Aristocratic. Some might consider the diplomat that 'filler', while I consider diplos to be highly desirable There are a few good ideas in there, not least of which is the +1 siege, which is worth more in most wars than +5 discipline or +10 morale. I honestly don't think there is one idea in the Aristocratic group that is weak, unlike most other groups that have a 'filler' idea. The army tradition decays is extremely valuable.


The hostile coring cost passive is also decent for defensive play. [1 Aristocratic is valuable for nations who already have cavalry boosts, tech discounts and manpower boosts. Idea group choice is only restricted by the requirement for a balanced mix of groups: No more than half of a nation's chosen idea groups, whether completed or not, can have the same associated type of monarch power. Each nation can have up to 8 idea groups from a pool of 19 groups (only 18 are shown as the Aristocratic and Plutocratic idea groups are locked behind exclusive government reforms).
